Saudi Arabia To Surround Self With A $40 Billion Virtual/Real Barrier

Saudi Border Saudi Arabia, with the help of international and local companies, is embarking on the largest obstacle construction project ever: almost 6,000 kilometers of “virtual” and “physical” barrier – A project whose starting price tag is estimated at $10 billion, and whose final cost HSRC projects at closer to $40 billion.

A few weeks ago, the Saudi government decided to triple the length of its border security barrier from approximately 2,000 km ( Iraq and Yemen ) to about 6,000 km to additionally cover Jordan, Kuwait, Qatar, the UAE, Oman and Gulf and Red Sea coasts.

As a first step the Saudis plan a virtual barrier, based on a network of people and vehicle radars.

Saudi investments in homeland security are actually larger than earlier anticipated by our analysts.

HSRC forecasts that this first stage (radar virtual barrier) will cost about $10 billion to implement (including the procurement of radar and C3I stations). Yet the total market cost of the Saudi project will come, in our assessment to around $40 billion, and will be completed by around 2018.

The reason for the huge difference between the initial cost estimate and our total cost assessment is that the final cost will include Day/Night CCTV networks, a large segment of physical fence, additional costs of service and upgrades, and projected cost overruns.

ied A few days ago Lt. Gen. Tom Metz, DoD’s counter-IED chief, has reported the highest level of IED attacks against NATO troops in Afghanistan in four years, with 200 IED incidents in April – June 2008:

  • 120 IED’s exploded
  • 40 explosions resulted in casualties
  • 80 IED’s had been detected and cleared by NATO forces

Insurgents are going both high tech and low tech – the success of the NATO forces in deploying effective jammers has brought back to life IED’s triggered by wire and pressure plates.

According to HSRC’s report Global Counter IED - Markets & Technologies Forecast - 2008-2012 no single technology will be the “silver bullet “ defeating IED. HSRC forecasts global Counter IED market to reach $23 Billion in 2008 -2018.

This prediction is part of a new market research report published on May 27 by Homeland Security Research Corp. (HSRC), titled: “Saudi Arabia Homeland Security Market – 2009-2018.”

Oil and policy experts around the world are unanimous in their opinion that a significant damage to Saudi Arabia’s oil exporting facilities or a major regime changing event in the kingdom might precipitate a debilitating economic crisis, possibly plunging the world’s economy into a deep recession, caused by a sharp increase in energy prices.

Saudi Arabia is the only country in the world where a vast majority of its homeland security components report directly to the royal court, and not to the ministries of Defense, Security or Interior. In the 1950s, the Kingdom dedicated about 30% of its GDP to protecting itself. Currently, the allocation for HLS is about 5%, a modest expenditure by comparison.

Over the coming decade, Saudi Arabia’s homeland security market is forecasted to be the largest after that of the U.S. The Kingdom boasts 24 separate agencies and organizations, arranged in a three-tier structure, employing more than 250,000 personnel (a number that is expected to grow by an additional 35,000 over the forecast period).

In several sectors, the Saudi homeland security market is forecasted to be even larger that that of America’s. For example, HSRC forecasts that the Kingdom will spend more than the U.S. on fortifying its borders with Iraq and Yemen (as opposed to the U.S’s expenditure on similar efforts along the Mexican and Canadian borders).
