Gen. Tom Metz, DoD’s counter-IED chief, has reported the highest level of IED attacks against NATO troops in Afghanistan in four years, with 200 IED incidents in April – June 2008:

120 IED’s exploded

40 explosions resulted in casualties

80 IED’s had been detected and cleared by NATO forces

Insurgents are going both high tech and low tech – the success of the NATO forces in deploying effective jammers has brought back to life IED’s triggered by wire and pressure plates.

According to HSRC’s report Global Counter IED - Markets & Technologies Forecast - 2008-2012 no single technology will be the “silver bullet “ defeating IED. HSRC forecasts global Counter IED market to reach $23 Billion in 2008 -2018.

The following technological evolutions are expected to counter IED threat:

Directed energy technologies, explosive detection and integrated intelligence fusing tools (hardware, sensors and software)

Jammers will evolve to integrated Electronic Warfare –like systems, with improved blocking effectiveness, much broader electromagnetic spectrum coverage and high level of integration with HPM-like systems

Armored vehicles with enhanced resilience to IED attack

Small companies with innovative counter-IED technologies can become prime acquisition targets in a fast growing and technology focused counter-IED market. Promising technologies in standoff threat detection areas, as well as innovations in the broader sectors of “Fighting the Network” are forecast to be of most interest. According to Homeland Security Research Corp. (HSRC) research, 2008-2012 Global Counter-IED Markets and Technologies Forecast released in July 07 in an environment where the technological/tactical evolution of the threat is challenging the evolution of the solution, focus on fast moving innovative solutions will be vital in thwarting this threat.

No single counter-IED technology will solve the IED threat and/or neturalize it - neither in a low intensity conflict setting, or in an urban setting. What is needed is a mosaic of measures, ground breaking ideas rather than wallet breaking grand projects. In a market that is expected to move from attacking the device to defeating the networks, innovative sensors and out-of-the-box thinking and algorithms that can complement the existing platforms will be in high demand.

There are currently about 90 known ways to detonate an IED, and growing. As counter IED technologies evolve, so do IED detonation techniques, creating a new kind of arms race. Both sides are fast learners and invest substantial resources in outwitting the opponent. According to Homeland Security Research Corp.’s (HSRC) research, 2008-2012 Global Counter-IED Markets and Technologies Forecast released in July 07, this unique situation creates a robustly dynamic counter-IED technology market, hungry for innovation and “out of the box” thinking, and eager to test best-in-class, next generation technologies.

Despite the multiple ideas and the attempts to attack the problem from multiple angles (RF, IR, MMW, Terahertz, Mechanical means, aerial surveillance, video, CCTV, and many others), the ability to detect and neutralize an IED from a safe distance, and the ability to detect and neutralize IED professionals, labs, storage places, transport means or deployments have not been altogether sufficient.

Countering the growing IED threat all over the world is rapidly changing the outlay picture of this emerging market, which is now predominantly American. In fact, the international (other than U.S.) counter-IED outlay is forecast to grow faster than the U.S. over the 2008-2012 period, and even exceed it by 2013. According to Homeland Security Research Corp.’s (HSRC) research, 2008-2012 Global Counter-IED Markets and Technologies Forecast, the total consolidated International Counter-IED outlay over the period 2008-2012 will come to $8.7B, with a 14.1% CAGR.

Europe, for example, is forecast to see a spreading of IED activity on a significant scale. Consequently, European police and paramilitary counter-IED operations will undergo a rapid cycle of adopting new equipment, and of training and deployment of emerging technologies. Since some countries in Europe have the infrastructure in terms of personnel, their adoption cycle will be relatively fast (probably about a year). Further, contrary to the U.S. market, the international market (size and distribution) reflects a shift (mid-term) from armored trucks and “Defeat the Device” technologies (the Iraq Syndrom) to UAVs, SW, intelligence and “Defeat the System” philosophy.

According to a recent research report by Homeland Security Research Corp. (HSRC), 2008-2012 Global Counter-IED Markets and Technologies Forecast, novel approaches to detecting threats from buried IEDs, suicide bombers and vehicle-borne IEDs (VBIED) will be deployed in a variety of locations with a forecast increased demand for standoff suicide bombers detection systems.

The technologies developed and deployed with the estimated $20 Billion spent on counter-IED measures in Iraq have little if any application for the inland threat. At a cost of $500k to $1M a piece, armored vehicles are useless in urban America. So are the cell phone jammers and the entire network designed to notice changes in roads (by comparing aerial photography products using powerful image analysis software). New technologies will be required to meet the evolving Homeland Security urban needs, and a growing market will reward those that will be able to deliver these solutions.

Indeed, a recent research report by (HSRC), 2008-2012 Global Counter-IED Markets and Technologies Forecast, analyzing current and evolving Counter-IED efforts, predicts that if IED does indeed infiltrate our borders, the market for counter-IED technologies will see unprecedented growth. The outlay for counter IED efforts will more than triple over the next 5 years, from a total of around $5 billion in 2007 to around $18 billion in 2012.

This growth will be driven by the changes in the nature of the response to the IED threat within our borders. Such a response will be completely different from that used to face the threat in Iraq and Afghanistan. Consequently, the technologies and tactics used in this conflict will have to undergo radical transformations, creating unprecedented opportunities for newcomers with innovative technologies.

Improvised Explosive Devices (IEDs) evolved over the past few years from a tactical “nuisance” threat to a strategic problem – challenging the tactics, strategies and warfighting capabilities of established armies worldwide. The result should be a reavaluation and major changes to military doctrines world wide, impacting outlooks, makeup and budgets for decades to come.

This world-changing trend is described, examined and analyzed in detail in this report:

The report arrives at some surprising conclusions about the ways the IED threat will influence the evolution of militaries in general and counter IED technologies in particular. The report examines existing and evolving strategies and technologies and highlights the advantages and disadvantages of adopting each technology.

Among others, the new research report focuses on the following areas:

1. Global Counter-IED Business Opportunities – New market entrants with a technological edge are presented with market entry opportunities in several multi-billion dollar markets
2. Analysis of 71 current and future counter-IED technologies by tactical segments (e.g., Prediction, Detection, Prevention, Neutralization and Destruction, Mitigation)
3. 2008-2012 Global Procurement, Services and Upgrade Market forecasts (2008-2012 aggregate market totaling $23.2 billion with an outlay of $29.4 billion)
4. 2008-2012 Global market forecasts analyzed and segmented by country (e.g., U.S., Europe, India, Israel, China, Arab Word)
5. Global Counter-IED Market Growth opportunities segmented by country
